Under the general direction of the Supervising Buyer, this individual supports the purchasing activities for UCLA Dining Services and through the acquisition of goods and services. Bids or negotiates contracts as needed to support departmental requirements. Coordinate vendor selection, maintain good vendor relations and assure contract compliance.

Buyer analyzes quotes, negotiates price, terms and conditions, and awards purchase orders and contracts from $0 (e.g., loan agreements) up to signature authority of $100K, and prepares purchase orders and contracts for the signature of others when over Buyer's signature authority. Buyer ensures compliance with University policy and Purchasing practices. Buyer evaluates and makes recommendations to supervising buyer on departmental sole source requests. Buyer identifies and addresses potential policy or legal concerns, including conflicts of interest and acquisitions that should be made via a construction contract. Performs Requests for Quotation, and informal price requests. As demand from Dining Services may require, assists in defining client requirements, including food, beverage, and equipment specifications. Performs complex Requests for Proposal and competitive bids, leads job walks or pre-bid meetings, performs quality-point analysis, identifies successful bidders for contract award, and negotiates price, terms and conditions. Performs timely purchase order file documentation. Provides support to Supervising Buyer and the department as needed.

Responsibilities:
Detailed working knowledge of the overall purchasing process.
Education or experience equivalent to an undergraduate college degree.
Demonstrate working knowledge of purchasing in the Food and Beverage/Hospitality industry, including the processing of all types of Food Beverage requisitions.
Demonstrated working skill negotiate pricing, terms and conditions, and exchange ideas with others to arrive jointly at decisions, conclusions or solutions to deliver the best value product or service to the customer while fulfilling their objectives.
Detailed working knowledge of the RFQ process and soliciting price quotes.
Working knowledge of the RFP process including the evaluation of the quality of proposals.
Detailed working knowledge in use of purchasing systems.

Required
Working knowledge of e-commerce.
Experience in analytical capabilities to achieve benefit to the University by identifying vendor cost drivers and critical terms and conditions and identifying opportunities to improve and streamline processes. Required
Working knowledge of complex terms and conditions to protect the University.
Extensive skill in using Microsoft Office Suite of Products, including Word, Excel, Outlook, Access, Project and PowerPoint to present and support proposed recommendations.
Detailed working knowledge of ethical standards, internal controls, policies and procedures related to purchasing and materiel management.
Demonstrated ability to deliver exceptional customer service.
Ability to travel for purposes of university business (0 - 5%).
Ability to organize large amounts of data, synthesize the data and document decisions based on the data.
Ability to work within a complex and high volume customer demanding environment.
Ability to provide accurate and timely information, projections and recommendations.
Excellent writing and speaking skills to communicate effectively at all organizational levels to present detailed information in a comprehensible manner.
Ability to conduct business at all times in an ethical and professional manner.
Ability to work effectively in a team environment and offer support to other areas as needed.
Ability to manage and coordinate multiple complex projects and establish priorities which accurately reflect the importance of the job responsibilities, the departmental objectives and the requisition workload.
Demonstrated skill in performing under the pressure of frequent interruptions, conflicting demands, changing priorities, and heavy workloads.
Demonstrated interpersonal skills to develop and maintain cooperative working relationships with vendors, co-workers and staff at all levels both within and outside of the University.
