Position Summary
The Director of Finance manages and provides sound general direction over financial, accounting, auditing , budgeting and payroll functions.
Essential Duties and Responsibilities include the following. Other duties may be assigned.

Oversees the Finance Function
- Ensures that the Finance Department is in compliance with regulatory requirements.
- Oversees all functions to ensure that financial reporting in the department is accurate, timely and support management functions.
- Ensures that the staff in the Finance Department is responsive to external and internal customers.
Establishes systems for financial controls and uses the system to create reports that allow financial planning for the organization and grantees.
- Implements and manages an accounting system that tracks expenses and budget variances
- Monitors the management of departmental program budgets
- Prepares budgets, forecasts, variance reports and monthly financial statements
- Customizes financial statements to generate required information
Performs strategic planning and budgeting.
- Assists in the development of the organization's strategic plans.
- Coordinates with department directors to prepare the annual operating budget, program budget and other related budget documents.
- Develops long-range forecasts and regularly updates and maintains long-range financial plans.
- Designs and oversees implementation of systems and procedures, anticipating and addressing the organization's needs.
- Interacts with other department heads and staff throughout the organization, as well as with the various County departments, in particular with the Auditor-Controller.
Performs treasury functions.
- Monitors cash flow and working capital needs.
- Manages investment of available funds to maximize net returns within the provisions of the established investment policies in coordination with the Executive Director and the Los Angeles County Treasurer's Office.
Performs risk management:
- Evaluates risks facing the organization to ensure that property and activities are adequately insured.
- Reviews company insurance coverage and policies. Presents insurance coverage and broker recommendations to the Chief Administrative Officer.
- Serves as the primary liaison with insurance brokers, coordinates information, handles annual renewals and negotiates rate and terms.
Supervisory Responsibilities
Manages seven (7) staff members. Carries out supervisory responsibilities, in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education*
Bachelor Degree from an accredited college or university in Finance, Business, Accounting, Administration or related field. Master's Degree relevant to business, financial management, or public administrat ion highly desired.
Experience*
A minimum of ten (10) years experience in a management level position, including supervising professional level staff.
Of those ten (10) years of professional experience, a minimum of seven (7) years' experience working for a public agency or government entity in the area of finance and accounting is required
*An equivalent combination of training and experience may be substituted for the educational requirement. Two (2) years of professional experience will be credited for every one (1) year of post-secondary education required for this position.
Language Skills
Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles, using original or innovative techniques or style. Abi lity to make effective and persuasive speeches and presentations, on controversial or complex topics, to top management, public groups, and/or Commissioners.
Mathematical Skills
Ability to calculate figures and amounts such as interest and percentages. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of MS Outlook Contact Management systems; Internet Explorer Internet software, MS Word Processing software, MS Excel database software, and MS PowerPoint presentation software. Experience with Blackbaud or other acc ounting systems is highly desirable.
Certificates, Licenses and Registrations
- Licensure as a Certified Public Accountant required.
- Certification as a Government Financial Officer desirable.
- Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Valid automobile liability insurance.
