Senior Project Manager/Engineer for Environmental Remediation Program (Hinkley & Barstow,CA)

Position Overview and Duties:

Serve as overall Project Lead/Owner's Representative for a large environmental remediation program for: (1) the design, procurement, installation, operational testing, initial sampling, routine monitoring and operation/maintenance of whole house water treatment systems installed pursuant to the Water Board Environmental Cleanup and Abatement Order (CAO) and to our client's Voluntary Environmental Water Compliance Program; and (2) the procurement, installation, testing and routine monitoring of new deep wells installed pursuant to the CAO and Voluntary programs. This will include performing the following tasks:
Maintain a sharp focus on public and worker safety at all times. Communicate regularly regarding client's commitment to safety to all project team members, and reinforce that commitment with your actions. Take decisive and timely action to eliminate any unsafe conditions or to correct any unsafe practices that are observed;
Work with community relations staff to develop outreach materials that clearly describe client's Voluntary Program;
Manage technical contractors in gathering data from property owner visits and home inspections;
Assist community relations staff and project management in defining Program eligibility criteria and resolving potential questions that may arise regarding application of those criteria;
Oversee data gathering for design and layout of treatment systems and deep well piping;
Oversee consultant design teams in developing final design of deep well systems and treatment system configurations;
Work with our client's procurement staff in developing all contracts, specifications, terms and conditions, work scopes and other documents that guide the course of project work;
Oversee the procurement and acceptance testing of treatment systems according to criteria developed by the project team;
Oversee contractor installation, testing and initial monitoring of deep wells and on-lined potable water treatment systems;
Review and approve all final designs, specifications and procedures developed for the project
Develop and implement monitoring programs that will meet regulatory agency requirements and will provide the necessary data on system performance;
Oversee contractor maintenance of wells and on-lined potable water treatment systems;
Work with property owners and residents to ensure that the requirements of client's program are fully understood throughout the system siting and installation process, and resolve any conflicts or other issues that arise during the installation or operation of the treatment system or new deep wells;
Ensure that the roles and responsibilities of all project team members are clearly defined and fully understood by the team. Resolve any conflicts or confusion concerning roles that may arise;
Ensure that all notifications, descriptions, test results, monitoring reports, status reports, certifications and other written material required under Water Board or other regulatory agency directives pertaining to the replacement water program are prepared and submitted in a timely fashion, and that such submittals comply fully with all regulatory agency directives. Oversee consultants in their preparation of all materials submitted to regulatory agencies. Ensure all submittals to regulatory agencies are reviewed.
Ensure that all actions are performed in full compliance with regulatory agency-specified deadlines or agreements;
Maintain a detailed project schedule;
Provide progress reports and other status information to client's management as required;
Provide specialized reports to client's financial services staff on a regular basis;

Requirements for the Position:
The work requires a bachelor's degree in Engineering; a master's level degree is desirable. Registration as a professional engineer in California is desirable. This position requires experience managing all aspects of a large-scale engineering and construction project, include a strong working knowledge, and experience in the application, of technical, scientific and regulatory issues relating to potable water treatment and delivery systems and engineering fundamentals. The position will require sound interpersonal and communication (written and verbal) skills in dealing with residents, contractors, regulatory agency personnel, and client's management team. The ability to resolve conflicts through fair, reasoned and decisive action is essential, as is a strong focus on customer and community relations.

Work Location:
The work location will be at the client's project facilities within the Hinkley/Barstow community. Occasional travel to other locations within California will be required.
